17 Transfer of programs, public service, etc.
transfer the responsibility for any program, service, function or part
of the public service from one Minister to another Minister in the
Minister's personal name or name of office.

(1) A person may apply for an identification card in accordance
with the regulations.
(2) The Registrar of Motor Vehicle Services may issue an
identification card to an applicant in accordance with the
regulations.
(3) No person is required to obtain an identification card.
