70.1 Proposed national urban park plan
means a plan, the intent of which is to establish or create a national
urban park within a municipality.
(2) A council may not, except in accordance with the conditions
prescribed by the Lieutenant Governor in Council, negotiate a
proposed national urban park plan with the Government of Canada.
(3) The Lieutenant Governor in Council may prescribe the
conditions under which a council may negotiate a proposed
national urban park plan.
(4) For greater certainty, if a council passes a bylaw or resolution
or enters into an agreement in respect of a proposed national urban
park plan, and the council has not complied with the conditions

referred to in subsection (3) during the development of that bylaw,
resolution or agreement, the bylaw, resolution or agreement is
considered to be invalid.
