Part 2 — Creation of Lien
20 Posting or provision of certificate of substantial performance
under section 19 shall, within 3 days from the date of issuing the
certificate, ensure that the persons working or furnishing materials
have a reasonable opportunity of seeing the certificate by
(a) posting a signed copy of it in a conspicuous place on the
job site to which the certificate relates, or
(b) providing an electronic copy of the signed certificate in
accordance with the applicable contract or agreement.

PROMPT PAYMENT
(2) Where the person issuing a certificate of substantial
performance fails to comply with this section, that person issuing
the certificate is liable for legal and other costs and damages
incurred by and resulting to a person by reason of the
non-compliance.
