18 Appointments
made by the department head.
(2) When a position
(a) is to be filled by in-serv ice promotion or by limited or open
competition, or
(b) is exempt from competition under section 16(3)(a) or (b),
an appointment to the position is subject to certification that the
person to be appointed is qualified for the position.
(3) The certification shall be made in accordance with the
directions of the Commissioner and by the persons authorized to do
so by those directions.
(4) Appointments made to positions excluded from a classification
plan pursuant to section 11 shall be made by order of the
Lieutenant Governor in Council on the recommendation of the
department head.
