functions and duties assigned to it by the Minister.
(2) The Minister may delegate to the Board or the chair of the
Board any power, duty or function relating to special areas
conferred or imposed on the Minister by this or any other Act,
other than the power to make orders under section 14 or to consent
to the disposal of land under section 16.
(3) The Board may appoint any officers and employees required
for exercising its powers and performing its functions and duties
and may prescribe their duties, remuneration and other terms of
employment.
