next following fiscal year.
(2) A budget prepared under subsection (1) shall be submitted to
the Minister in the form and on or before the date prescribed by the
Minister.
(3) If the Minister approves the budget of the Board for a fiscal
year, the Minister may authorize the Board to expend money out of
The Special Areas Trust Account in accordance with section 7(d).
