86 Issuing licence
exchange or to renew such a licence are entitled to the licence if the
Minister is satisfied that
(a) the requirements of this Act and the regulations relating to
the licence have been met, and
(b) in the case of an existing reciprocal insurance exchange, the
exchange is in compliance with the requirements of this Act
and the regulations.
