87.1 Specialized municipality
Council that a specialized municipality be formed for an area if the
Minister is satisfied that
(a) a type of municipality refer red to in section 77(a), (c), (d) or
(e) would not meet the needs of the residents of the
proposed municipality,
(b) forming a specialized munic ipality would provide for a form
of local government enabling the orderly development of
the municipality to a type of municipality referred to in
section 77(a), (c), (d) or (e) or to another form of specialized
municipality, or
(c) for any other reason it is a ppropriate in the circumstances to
form a specialized municipality.
