40 Referral to the Discipline Committee
made in writing, shall forthwith

(a) direct that no further actio n be taken, if the chair is of the
opinion that the complaint is frivolous or vexatious, or
(b) refer the complaint to the Discipline Committee.
(2) On concluding a review or investigation that was not made as a
result of a complaint in writing, the chair may refer the matter to
the Discipline Committee if the chair is of the opinion that it should
be considered by that Committee.
