160 Division 5 Vacancies and Quorum Positions unfilled at general election

(1) If at a general election persons are not elected to fill all the
offices on council, the Minister may
(a) fill the vacancies by appoi nting persons as councillors,
(b) if there is no qu orum, order that the councillors who have
been elected constitute a quorum,
(c) if there is no qu orum, order that the remaining councillors
constitute a quorum and appoint an official administrator for
the purposes of supervision under section 575, or
(d) appoint an official administrator who has all the powers and
duties of the council.
(2) Persons appointed under subsection (1)(a) hold office until the
vacancies are filled by a by-election.
(3) If council is unable to or does not within a reasonable time
hold a by-election to fill a vacancy referred to in subsection (1), the
Minister may by order direct that the chief administrative officer
conduct a by-election to fill the vacancy.
