57 Council's powers on appeal
an appeal before the Council.
(2) A member of a review panel who is also a member of the
Council may participate in an appeal before the Council but shall
not vote in a decision of the Council on the appeal.
(3) The Council on an appeal may
(a) grant adjournments of t he proceedings or reserve the
determination of the matters before it for a future meeting of
the Council;
(b) on granting special leave fo r that purpose, receive further
evidence;
(c) draw inferences of fact and make a determination or finding
that, in its opinion, ought to have been made by the review
panel;
(d) order that the matter be referred back to the review panel .
(4) The Council shall, within 30 days from the date of the
conclusion of all proceedings before it,

(a) make any finding that, in its opinion, ought to have been
made by the review panel,
(b) quash, confirm or vary the finding or order of the review
panel under this Part or substitute or make a finding or order
of its own, or
(c) refer the matter back to the review panel for further
consideration in accordance with any direction that the
Council may make.
(5) The Council may order the investigated person to pay all or
part of the costs of the appeal determined in accordance with the
bylaws.
