248 Expenditure of money
(a) included in an operating budget, interim operating budget or
capital budget or otherwise authorized by the council,
(b) for an emergency, or
(c) legally required to be paid.
(2) Each council must establish procedures to authorize and verify
expenditures that are not included in a budget.
(3) If the Minister establishes a budget for a municipality under
section 244, the municipality may not make an expenditure that is
not included in the budget unless the expenditure is
(a) authorized by the Minister,
(b) for an emergency, or
(c) legally required to be paid.
